Imphal, Dec 23 (IANS) The ruling Congress party’s Elangbam Suraj Singh won the by-election from the Yaiskul assembly constituency in Manipur, defeating his nearest Independent rival H. Jayadev by over 900 votes, results of which were declared Wednesday.
